The British people were sold the claim that there is uniformly “no recourse to public funds” for visa-holders. This is not in fact true, because numerous people here on visas claim destitution, and often get granted the right to claim benefits. This, among other things, was not properly accounted for in Treasury modelling of the Boriswave, which led the government to have a distorted, rosy picture of the long-term fiscal impacts of the Boriswave.
So it’s not true that No Recourse To Public Funds is universal for visa-holders here voluntarily - but it should be true. There should be no access to means-tested benefits for non-citizens - except genuine refugees and those covered by existing treaty obligations, like the Irish and Europeans with settled status.
There should also be a time limit on claiming the out-of-work component of Universal Credit for non-disabled people of working age, similar to what Bill Clinton introduced in the United States. (Finding a job would reset the clock.) Living a life on benefits is not acceptable if you are able to work. At the same time, if many people were to approach the time limit and still not be able to find work, that would be strong evidence that something was wrong - and the government should look into that and take the appropriate actions, like creating more jobs locally - maybe under a job guarantee scheme.
The Labour government made a gross error by trying to cut disability benefit entitlements - instead, they should have focused on benefits fraudsters. In particular, fraudulent abuse of PIP and the Motability scheme by people who don’t have genuine disabilities needs to be clamped down on further.
People who worked all their lives and paid national insurance and behaved financially responsibly should get some kind of financial gain from their responsible behaviour. The current system tries to help everyone, which is good from the perspective of fighting pensioner poverty. However, in doing so, it's a bit unfair to people who did the right thing all their lives.
